A new report by **NITI Aayog** has highlighted a persistent gap between India's education system and the changing requirements of the labour market. The report, **“Reimagining Skilling for Viksit Bharat@2047,”** argues that earning a degree alone is increasingly insufficient unless education is connected with relevant skills, workplace exposure and evolving industry requirements. The report, released in August 2026, examines India's skilling ecosystem and calls for stronger links between **education, skills, employment and entrepreneurship**. ### Why degrees alone may not be enough Degrees such as **BA, BSc and BCom** provide an academic foundation, but employers increasingly look for additional capabilities, including digital skills, communication, problem-solving, data literacy and industry-specific knowledge. This does not mean that these degrees have no employment value. Rather, the NITI Aayog report points to a broader structural problem: **the qualifications people acquire do not always match the skills demanded by employers**. The changing nature of work is making this gap more important. Artificial intelligence, automation, the green transition and changes in global supply chains are creating new occupations while altering the skills required for existing jobs. ### From degree-based education to skill-based learning NITI Aayog argues that skilling should not be treated as a separate activity undertaken after completing formal education. Instead, learners should have opportunities to acquire and update skills throughout their educational and working lives. The report proposes a **lifelong learning continuum**, linking school education, higher education, vocational training and employment. For graduates, this could mean combining a conventional degree with practical capabilities such as: * Data analysis and digital tools * Artificial intelligence applications * Communication and workplace skills * Financial and business literacy * Sector-specific technical skills * Entrepreneurship * Problem-solving and critical thinking * Industry internships and work experience ### The changing value of traditional degrees BA, BSc and BCom remain important undergraduate qualifications and can provide pathways to higher education, professional courses, public-sector examinations and employment across multiple sectors. The challenge arises when students complete these programmes **without developing additional skills or gaining exposure to actual workplaces**. For example, a BCom graduate may improve employment prospects by developing accounting software, financial analysis or data skills. A BSc graduate may combine subject knowledge with computing, laboratory, data or research skills. A BA graduate may supplement humanities or social-science knowledge with communication, digital, research or professional skills. The underlying issue is therefore not simply the type of degree, but the **connection between what students learn and what they are subsequently able to do**. ### Industry involvement is important NITI Aayog's report calls for greater **industry co-ownership of the skilling ecosystem**. This means employers should have a stronger role in identifying emerging skill requirements and helping educational institutions design relevant learning pathways. Closer collaboration could include internships, apprenticeships, industry projects, practical assessments and short-term certifications alongside conventional academic qualifications. Such an approach could also help students understand employment opportunities before completing their degrees. ### Technology is changing the skills equation Artificial intelligence and automation are rapidly changing many occupations. The report notes that technological disruption can simultaneously create new categories of employment and make some existing skills less relevant. For students, this makes **continuous upskilling** increasingly important. A qualification earned at the age of 21 or 22 may provide the foundation for a career, but workers are likely to need additional learning as technology and job requirements change. ### What the report recommends NITI Aayog's broader reform agenda focuses on strengthening pathways between **education, skilling, employment and entrepreneurship**. It also emphasises technology, industry participation and greater inclusion in the skilling system. The report argues that India's demographic advantage can translate into economic growth only when young people have access to relevant skills and meaningful employment opportunities. ### What students should take away The message for students pursuing BA, BSc, BCom and other conventional degrees is not that a degree is useless. Instead, the emerging employment landscape suggests that **a degree and employable skills need to go together**. Students can strengthen their profiles through internships, projects, recognised certifications, digital skills, communication training, research experience and practical exposure relevant to their intended career. The NITI Aayog report therefore places the focus on a larger question: **How can India's education system ensure that students move smoothly from classrooms to productive work?** Addressing that transition will require cooperation between universities, schools, governments, training providers and employers rather than relying on degrees alone. **Read the report:** [NITI Aayog – Reimagining Skilling for Viksit Bharat@2047](https://www.niti.gov.in/node/2397?utm_source=chatgpt.com)

The **West Bengal Assembly is holding a special one-day session today, September 10, 2026**, to consider the **West Bengal Universities and Colleges (Administration and Regulation) Amendment Bill, 2026**. The proposed legislation seeks to empower the state government to transfer **teaching and non-teaching employees from one state university to another**. The Bill was cleared by the state Cabinet on September 8 and was introduced in the Assembly by Higher Education Minister **Jagannath Chattopadhyay**. It proposes adding a provision to **Section 14A of the 2017 Act** to enable inter-university transfers when required. ### What does the Bill propose? Under the proposed framework: * Teaching and non-teaching staff could be transferred between state universities. * The government says experienced faculty could be deployed to **newer universities**, including institutions in places such as Jhargram and Cooch Behar. * The **service seniority of transferred employees would remain unchanged**. * Expenses related to the transfer would be borne by the state government. Chief Minister **Suvendu Adhikari** has argued that experienced professors can help newer universities strengthen infrastructure, improve academic practices and develop centres of excellence. ### Teachers raise autonomy concerns The proposal has faced opposition from sections of the university teaching community. Teacher associations, including the **Jadavpur University Teachers' Association (JUTA)**, have raised concerns about university autonomy, existing service conditions and job security. The **Calcutta University Teachers' Association (CUTA)** has also sought consultation with stakeholders before changes affecting university employees are implemented. Questions have been raised over university-specific statutes, research work, laboratories, infrastructure and grants associated with individual faculty members. The Bill therefore represents a significant proposed change in the administration of state universities, with the government stressing **better deployment of academic resources**, while critics remain concerned about **institutional autonomy and employee service conditions**.
